Most new laws made in Parliament are driven by the government. When a political party stands for election it prepares a manifesto that sets out its programme of legislation for its period in government. Other laws are made if there are changes in circumstances such as the current pandemic or triggered by the reasons given in the first guided exercise.
Individual MPs of any party can get support for a new law on whatever topic under the Private Members procedure.
